The European Rising Innovative City - Winner: Aalborg (Denmark)

From Grey to Green: Europe’s testbed for sustainable innovation

Once known for its smoking chimneys and heavy industries, Aalborg has reinvented itself into one of Europe’s most forward-looking innovation cities, where sustainability, technology, and citizen engagement go hand in hand. The city’s transformation from an industrial hub into a dynamic living lab for the green and digital transition has positioned it as a testbed for sustainable innovation across Europe.

Aalborg’s strategy rests on a clear, long-term vision: “From grey to green, from smoke to smart, from local industry to global innovation.” This vision is driven by flagship initiatives that turn industrial legacy into opportunity and innovation into everyday governance.

CO₂Vision – Turning Emissions into Resources

Anchored in Aalborg’s industrial heritage, CO₂Vision is developing Europe’s most comprehensive regional carbon capture, utilisation, and storage (CCUS) ecosystem. Backed by EU and national funds, it connects major emitters like Aalborg Portland with universities, ports, and SMEs to build the full CO₂ value chain - from capture to transport and storage - creating new green jobs and accelerating Europe’s decarbonisation.

Green Hub Denmark – A National Living Lab for Green Innovation

With over 75 public, private, and academic partners, Green Hub Denmark transforms North Denmark into a real-world testing ground for climate-neutral solutions, ranging from Power-to-X and district heating to green fuels and circular resource flows. The platform has attracted over €100 million in investments, helping the region exceed national climate targets.

Space Connect North – Europe’s New Frontier for Space Innovation

Born from Aalborg’s world-class telecom legacy, Space Connect North unites startups, researchers, and established firms in developing next-generation satellites, robotics, and monitoring technologies. It demonstrates how Aalborg can pivot its industrial strengths into deep-tech innovation, supporting EU space autonomy.

Future Production and NOVI Science Park – Building the Economy of Tomorrow

Through NOVI Science Park and AAU INNOVATE, Aalborg offers one of Europe’s most interconnected startup ecosystems, supporting entrepreneurs from idea to scale-up. With 250 companies and 3 000 employees onsite, NOVI nurtures early-stage ventures, while its new Medi Park and innovation labs link research directly to Life Science, Health Tech, and Digital Health industries.

Living Labs – Experimenting in Real Life

From the PlusBus (Denmark’s first fully electric bus rapid transit system) to the autonomous GreenHopper ferry, Aalborg integrates technological experimentation into everyday urban life. The Norbis Park transformation - turning a former coal plant into a green testbed - embodies this spirit of reinvention.

Civic Innovation – Co-creating with Citizens

As a certified UNICEF Child-Friendly City, Aalborg places inclusion and co-creation at the heart of innovation. Children help design learning environments like Stigsborg Børneunivers; seniors co-develop welfare technologies at the Nursing Home of the Future; and entrepreneurs shape policy through the City’s Entrepreneurship Council.

Global Leadership and Knowledge Sharing

Aalborg’s influence reaches far beyond Denmark. It is the birthplace of the Aalborg Charter (1994), Aalborg Commitments (2004), and now the Aalborg Conditions (2024), milestones that have guided thousands of European cities toward sustainability. As a Mentor City in the EU’s Intelligent Cities Challenge, Aalborg now helps emerging innovators replicate tested solutions in green mobility, energy, and governance.

A Culture of Trust and Inclusion

Innovation in Aalborg is rooted in trust—among citizens, institutions, and businesses. With some of Europe’s highest social trust and quality-of-life scores, the city exemplifies how democracy, diversity, and digitalization can reinforce one another.
