Biography

Director, European Innovation Council and SMEs Executive Agency

With a strong background that combines institutional know-how and entrepreneurial insight, Momchil has built a career reflecting a sustained commitment to advancing innovation, competitiveness, and SME growth across the EU.

Before joining EISMEA, Momchil was Head of Unit for Budget and Financial Management at DG REGIO, where he led a team of 55 colleagues responsible for the DG's budget and financial matters across shared, direct and indirect management. Before that, he served as Head of Unit for Tax Administration and the Fight Against Tax Fraud at DG TAXUD, working on the Commission’s strategy against VAT fraud and the cooperation between Member States’ tax administrations. 

Momchil had previously headed TAXUD’s Unit for Interinstitutional Relations, Coordination, Communication and Strategic Planning, managing a broad horizontal remit. His first post in the Commission was also in TAXUD, as Head of Unit for Control of the Application of EU Legislation and State Aid, where he oversaw infringement procedures in the field of direct taxation. 

Prior to joining the Commission in 2010, Momchil worked as a registry lawyer at the European Court of Human Rights, as a consultant at PwC and Deloitte, and as an entrepreneur in an SME.
