The National Centre for Research and Development (NCRD) is an executive agency of the Polish Ministry of Education and Science, which brings together the world of science and business through co-financing of R&D projects.

NCRD has developed the “Innovation sapper” strategy: a model for pull innovation developed by pre-commercial procurement (PCP). According to the it, NCRD - as a Purchaser in PCP - defines a R&D problem resulting from real needs of the Polish economy and/or society, and prepares minimal requirements for the solution. Entities interested in solving the problem participate in the PCP process, conduct R&D works, and implement developed full-scale solution, not available on the market today.

„Innovation sapper” is a strategy suitable for projects regarding any technology, and financing R&D for any kind of contractor (universities, public institutions, companies etc.). It allows developing innovative solutions and technologies demanded on the market. Furthermore, it ensures effective spending of public funds and transparent assessment process, resistant to human errors and subjectivity.
