Alexandre Pólvora has been a Policy Adviser at the European Innovation Council and SMEs Executive Agency (EISMEA) since 2021, where he works on strategic intelligence, technology foresight, anticipatory governance, and feedback-to-policy activities related to emerging deep-tech innovation. His current work focuses on coordinating foresight methodologies and strategic intelligence outputs relevant for Europe’s resilience and strategic autonomy, including the EIC Tech Report 2026. Previously, he worked at the European Commission’s Joint Research Centre, where he coordinated collaborative and experimental approaches to evidence-based policymaking and public-sector innovation. Over more than two decades, his work has combined policy, academia, and civil society, contributing to initiatives on future-oriented technology assessment, public and social innovation, and participatory approaches to R&I. His experience includes research and visiting positions at Université Panthéon-Sorbonne, Rensselaer Polytechnic Institute, and ISCTE-IUL, with projects and publications ranging from citizen science and the co-design of distributed and decentralised networks to the economic, social, and ethical implications of technologies such as blockchain and artificial intelligence.
